The guide was developed to provide all Texas students with equal access to developmental guidance and counseling programs. Thus, this guide can serve as a model and an impetus to help implement guidance programs around the state of Texas and elsewhere. Section I includes background and contextual information about guidance programs and describes the philosophical foundation for guidance programs in Texas.
Section II defines the structure of the model and presents recommendations for designing appropriately balanced programs. Section III defines the roles and responsibilities of counselors, including statements about their training, specialized competencies, and appropriate assignments.
