Deploy the cover so that it lands about halfway down to where the bridge slopes. Do not throw too far or it go over the ledge. Jump on top of the cover. Jump up to the narrow ledge to get the Skull. Note: There is more than one way to jump from cover to ledge; try a few if you miss.
